It appears to depict the "Churning the Ocean of Milk" from Hindu cosmology, in which the giant serpent Vasuki allowed himself to be curled around a central pivot sunk into the cosmic ocean. As various deities look on, Vasuki is pulled back and forth so that the 13 precious things (including an elixir of immortality) can be dredged back out of the ocean.
