Ilgwanheon Local Office - 일관헌 (日觀軒) (originally 15th century, recently restored)
Local government on Jeju-do island had been formally divided into three administrative districts as early as 1416, with the northern half of the island ruled by a 'Moksa' (county magistrate) and the southwestern and southeastern regions headed by a Hyeon-gam (another form of county magistrate). As Seongeup resided in the southeast, the ruling Hyeon-gam would have maintained his headquarters in this local government office. Although it was located far from the ocean--the economic lifeblood of the island--frequent attacks by Japanese pirates forced the local government to establish itself far inland. Although somewhat isolated, Seongeup nevertheless remained the commercial and administrative center of this area until 1914 when Jeongui and Daejeong counties were merged to become Namjeju-gun County.
