Chilsadang, the "Office of Seven Government Affairs", was so named because seven government areas including tax and agricultural development were administered here. When this building was first built is not known, but is was first rebuilt in 1632, the 10th year of the reign of King Injo, and repaired in 1726, the second year of the reign of King Yeongjo. It was used as a military headquarters from 1866, the third year of the reign of King Gojong, until it was burned down in 1867. It was rebuilt by magistrate Jo Myeongha. During the Japanese occupation (1910-45), it was used by the Japanese army. It was later used as the official residence of the chief of Gangneung-gun County, the office of a U.S. civil assistance agency during the Korean War (1950-53), and the official residence of the Gangneung mayor until 1958.
